Hi, there was a very successful CSLA mod for flashpoint, you might get some help + advice from the developers
CSLA Studio
But when it comes to ACR, I don't know what to think about it. I mean we have 14 planes reasonably useful in NATO operations and 24 AMRAAM missiles?!? People around here are not very much into war and tend to ask questions (NATO was involved in many conflicts, how many times was it was actually a defence of one of the member states?). I was in the army with Anti Air Def, 80% of people I work with served in ACR and we all agree that our army is a disaster with a possible exception of few elite units. Maybe the mod could be focused on one of these.. like 101 vysadkova divize..
The best way to start a mod is to make a design document. A simple list of things that need to be done. Weapons, kits, vehicles, scenarios / maps. Collect reference info, pictures and videos. Then it's possible to get it rolling, if you get enough skilled people onboard. Good luck.
Just something to think about.. In 2002, our unit had 1 old rocket out of fuel and 1 disassembled rocket. When it was decided that we have to protect the airspace over Prague, we were reinforced with a mobile AA that was actually supposed to work. Our command did place many patrols around, none of which had ammo (but all got baynets to look cool). The only guy who got ammo was a retarded soldier from the kitchen (but a really nice guy, otherwise) with fat glasses who never managed to hit a target on a firing range (but almost shot the instructor). We were told that if we spot an unidentified aircraft, we should wait until a guy with a radio comes by, then we can report it. There were guys smoking dope all over the place. When this operation was over, I recieved some sort of award (maybe for not falling asleep in duty). This is just my experience, maybe someone else has seen it from a different perspective.. There is no doubt that ACR has good units as well so that is why I'd like to see the mod focused on them instead on the whole army...
