For steam, you should have linked ArmA 2 and OA together to create Combined Operations, if you havent, then read >THIS<
Once youve done that, you should install PR into the OA directory, it should find you the directory itself (at least, it did for me).
Make sure it creates the desktop icon (if you use a lot of ArmA2 mods), otherwise you need to go into Steam, Right click ArmA 2 OA, "Set Launch Options" and then type "-mod=@PR" (without the "").
When you double click Operation Arrowhead in the Steam menu, make sure you select "Launch Combined Operations" and then you should be good to go.

Well I have concluded that 4 Laggy Servers is not enough.

Solved the launch problem by reinstalling Arma 2 & OA.
