slow loading and low fps

when I am loading maps it takes a lot of time and I dont understand why
also when I am playing in only have about 30-40 FPS

my system specs:
CPU: AMD Phenom ll 4x 955
GPU: AMD HD6700 series
RAM: 8gb
Storage: Samsung SSD 840 EVO
OS : Windows 8.1 Pro (fully up to date)

my Project reality settings:
everything on max and anti aliasing on 8x
I think my pc should be able to run it with those specs on that settings

also while I am playing and loading a map my cpu runs on about 25% and my drive on 1-2%
and AMD catalyst control center show 0% activity on my GPU while playing

anybody can help me with this?

Is Pr installed on the SSD ?

How long does it take? Is it more than 3 minutes?

What antivirus program are you using?

You sure your mobo hasn't got an integrated vga?

it takes more then 3 minutes yes while the activity of my drive is only 1-2%
my anitvirus is eset smart security 7

pr and bf2 are installed on my ssd drive

if mobo is my motherboard yes it has a on board vga but my screen is connected to my graphics card and not on the motherboard

turned off HIPS but it doesn't make a big difference loading time is around 2,5minutes
