I have a semi important question
do the devs have access to map outcome statistics? Ive noticed some admins record number of times they play a certain map a month, but data of who is winning and by what margin on maps would be really really useful information for balancing.

The devs have tools that tell them who won on what maps. BTW, supposeldy insurgents win most insurgency rounds despite them seeming underpowered with their crappy Soviet-era weapons (is this still true?). People say its more of a challenge to play with ironsights but it may be more of a challenge to actually win as blufor.

Well for the army kits EoTechs are not commonly issued. So I heard that new Project Reality will come out on Unreal engine, with bigger maps, more players, more features that was impossible to implement with BF2.

Yes, completely independent. And it is NOT PR2, PR2 is a different project.
Squad is however made by PR Devs and is designed to bring the PR gameplay to the Unreal engine, which if I may say so is already working very well.
