Hi!
So my problem is basically that a fan on my GPU turns off or sometimes slows down by itself which of course leads to an overheating. I can manually restart the fan by pushing it a little. Till now I was dealing with it by downloading a program that warns me when GPU temp reaches certain amount. The GPU is GF gt220.

I'm no tech guy but it seems your fan motor is fucked.I'd say get it repaired but that card is ancient and it wasn't even very good back then so you may be better off saving for a whole new card.

Try MSI afterburner it has automatic or user fan control. Check you power management and make sure that PCI express is not set to power saving.
Edit: You should also check to see that there is no dust or dirt blocking it. In case Afterburner is not helping its time for a replacement if you dont know how to disassemble it and pour some oil into the ball of the fan. Caution: You may damage your GPU permanently if you dont do this right! Use only low viscose oil! Sawing machine oil is good enough if you have any, hydraulic oil for steering mechanisms and brakes.
