Figured a fresh in stall would fix it, neg.
When I go to mount the ISO file is says I can't do it .
Downloaded it 3 times already.

Thank you for replying with help. I downloaded and ran the direct x9 but durning the installation it said there was a newer version already on my pc.
Could you provide me with the link for Microsoft net ? I went to the website but I don't know what really looking for.

This morning i upgraded from 8.1 to 10 ,
Would that fix or replace the missing files?

Download Microsoft .NET Framework 4.5 from Official Microsoft Download Center

download that, and redownload direct X since you installed windows 10. it might already come with it so don't be too worried if you get the same error.

make sure you also have ALL windows updates
