log error and Crash on start (1005:Error receiving from server (10054))

The game was working normally but i had to format the PC, downloaded the PR, installed Direct X9, Netframe 4 and C++, the game made the update to 1.39 but when i start it the screen go black for a second and the game close without error msg only the normal close msg (cleaning up resources).

I tried to start the game without the launcher and the game didn't asked for the luncher, only the black screen and back to desktop.

I'm not using any antivirus.

Same problem reported as 1005:Error receiving from server (10054)

More and more people are experiencing the problem, seems to be server side as nearly everyone with the problem was able to play mere days / hours before.
