PR launcher/updater wont launch

i downloaded the stand alone iso file and extracted it to a folder in my prog file x86 (windows 7) when i try to run the launcher or updater computer attempts to load for a few seconds, and then nothing happens. antivirus isnt getting in the way and i am running as admin. i have tried compatibility mode as welll, with no effect. what should i do now?

Can you see the launcher?

Have you followed the installation guide and run a direct x installer?

im dumb and cant read, i got it figured out, installed .net framework. go figure, read instructions, it works

Yes if not a machine that has gamed previously often missing either .net or DirectX.

master server issue is
