prlauncher.exe .NET framework initialization error

I downloaded the torrent, opened the 7gb file with winrar and that finished downloading. Then when I click run as admin for PR I get
"To run this program you must install one of the following versions of the .net framework:
v4.0.30319
contact your application publisher for instructions about obtaining the appropriate version of the .net framework"

pls help

EDIT: I found a fix so admin can delete thread, i don't know how
