Low FPS problem..

İntel q8400 2.6 ghz processor,
Geforce 9800GT 1GB Graphic card,
4GB RAM. And I getting Max. 40 fps in game with LOW settings.
Averaged 25-30 especially in smokes and in action. I know I have old Pc but I want to ask is it normal?

The Q series would have the worst performance with this engine, Most have really low single-core speeds

sounds similar to be old C2D 2.7 laptop with a 9600M GT.
