Ganme Stuttering after last Update(probably dmg HardWare)

After the Last Update I got my game stuttering(EDIT- its more a freeze than a sutter, as the game was freezing some times for 1 or 2 seconds) a lot when I am playing, w/ some times the game stuttering 3 times in less than one second while I was in the middle of the Combat


After booting the launcher I was using the no Lods, and compared to how I played the game (graphically) I had Effects Quality on High (normaly everything but Texture is on the lowest setting possible, w/ the exception of Texture) And I also had AA on 2x.


I pointed that it could be a DMG on the HardWare, because I was playing some games that were a little bit too much for my machine (-Cities Skyline and Rome 2 moded using unlimited Graphics Memory, and both were also stuttering, but because I was forcing my PC) Can this damage my computer? I really don't know how machines works.

My specs are:
GPU: AMD Raddeon 5570 (w/ 1mb of Graph Memory)
RAM: 4gb of RAM (dunno why I put 2)
Processor: phenom ii 945 x4 3.0ghz
