settings not changing

i reinstalled my win10 .
and now i have wierd problem .
my PR settings ( texture quality and all that stuff ) not taking changes . from low to high
and my nvidea inspector wont force AAx4 .
i noticed that all my files are read only ... and now i stuck with PR look like potato .

any ideas . ?
