PR 1.0 , File verification error 1301

I get this error too now. All thats changed was motherboard. Everything else strictly the same.

Tried these as suggested on forum, nothing worked:
Disabled TCP/IPv6
Static IP with Port Forward Utility
Added Ports to win firewall
Added Google DNS because I'm using XP, still nothing
Nothing antivirus or firewall related is installed or on.

Connection is USB dongle which connects to BT HomeHub. I have been able to play PR online recently on another MB.

Shouldn't this problem be obvious to those inclined/ experienced in this area?
I mean its obvious internet and even account creation in Launcher works, so why doesn't file verification?
