Rcon commands

So I've had some weird stuff going on with PR, crashes and bugs that nobody else seems to have had, so I went ahead and reinstalled, now I can't seem to get the rcon commands to work with a fresh install, I've checked the box in the settings, even made sure the actual value is 1 in the coop .py file, !setnext and !runnext seem to be working but I can't spawn anything, not in chat and not in the actual console, I still have my old installation on another drive and it works fine, same patch and everything.
