FPS cap command

hello,so i knew back in the day the game was limited to 100 frames per second and that a couple of updates ago it probably got uncapped,i now want to cap my frames to 120 and have the command renderer.drawfps 1 always on is there a config file in the files where i can do this (like cs games) without having to open the console everytime ?
