Im going to put it plainly, whoever thought giving scopes to the US had to be on crack at the time the map is literally Ramiel V.1.75 on how unfair it is and plays out.
Syrian rebels have low body armour, this means they can get 2 shot. If you give the ability for the opposition to accurately place 2 rounds on a target they are cannon fodder and unfair, especially on urban maps and this is already seen in Ramiel were the K/D is 2-3/1 to the US the same thing happens on this map but even worse because the US has easy access to roofs. This translates into being picked off at caches by people you can barely see, or a single MG/AR can effectively cut off a reinforcement route to a cache. Yesterday what happened was that we had a 2/3 of our team on our cache on a T-Shape and we started being picked off inside the T-shape by people on the roof and everyone on the ground dying as well which translated to a cache lost in minutes with 2/3 of the team defending it. This happened on a late night Friday with competent players on both sides not your 9AM no mic server.
This map is weird, on MEC layout MEC already performed well although a tough match its was usually dead even balanced and fun, giving scopes tl the US just feels absolutely overkill and extremely unfun on the receiving e d, the M4 is a great weapon in single fire with a scope

How is body armor a map specific issue, all ins factions have low body armor or none at all. Wouldn't this feedback include Iraqi Ins maps then?

What lm pointing out is the unfairness of giving the US scopes with the combination of low body armour. The MEC layout plays out fine, Halab plays out fine when Russians have an AK a good weapon, the issue comes when you give the BLUFFOR scopes in terms of fairness and balance. Its not fun just being picked off the the difference in K/D and Teamwork required to push caches in the STD to ALT layout is extremely noticable.
Like l said before, you get picked off much more easily with a scope than without a scope. Lone wolfs in the US side can get on a roof and start picking several people or shooting into cashes due to the nature of the map and allowing free access to roofs. The Insurgents can do same but no where to the same degree of effectiveness
Scopes feel overkill in this map in comparison to the perfectly balanced layout where MEC has no scopes, not even crying about the M4 in specific AK is better in CQB and Halab proves it can be balanced . I hope some consideration is taken to the scope variant only, the rest feels okay

This map is mostly CQB. I don't think the scopes are really that big of an advantage here...

I think there are too many tickets in the United States on this map, and 650 is more reasonable.

The OP sounds like he just had a bad game. Zahko INS ALT is by far the best layer of all the INS and AAS layers available for Zakho, it should be set as the STD INS layer imo.
The FSA is one of the strongest Insurgent factions in game and has plenty of counter assets in an urban heavy map. It plays well.

I want another 7.62 AK faction to go up against the FSA on zahko. Insurgents are too weak. They easily get clapped by any conventional or semi-conventional faction with spawnable Rockets and MGs.
