There are only a few maps/layers in PR where both factions share common language. So it would be unrealistic to allow both teams to hear
and understand everything the other team is saying. Also, being able to talk freely regardless of the health of the player's character would be equally unrealistic. Some events may have global local voice chat enabled but on public servers it's not allowed, because real world testing has shown that game play deteriorates fast when it's on.
A dead player cant speak, but a wounded player can, the game is unrealistic because its a mod of the BF2, and its okey, a player that was killed can speak on the local chat, and talk with another player that are near, so it wont change so much.
About the fast deterioration, I think you're talking about the toxicity of the players. And that's normal, because there's deterioration anyway. When an Argentine and a Brazilian end up on the same team, one calls the other a monkey and in the end they're both playing together and even laughing sometimes. But I don't deny that in certain cases this borders on/exceeds the limits due to the immaturity of some players, but in the end that's each player's problem. I still think the game would be much more fun with the local global chat.
