The main aim of PR from the start, and still is, is to complete a British faction. The only core element missing from the British faction was airpower at this stage, so the Harrier GR9 has been created. Where human resources are concerned, we have limited numbers of staff who can provide input to the various build stages of a new asset ingame, but as you can see, that doesn't in any way take away from the end product. Unfortunately it invariably means slower output, so we need to carefully prioritise what we need, and when. Hence an overall design plan which is worked on and followed with each release.
So, reworking an already ingame asset just to put topcover on is lower than finally providing the UK faction with air assets, which will complete the whole 'tri-service' element of the BF series for the British forces.
However, you will see in the next major release (0.8 wise), that we will be reworking the US faction (all being well).
