Ok, I worked in moving for many years and this is a common misconception. You may wonder what insight being a mover would give me...well having dealt with buildings every day, all day for years on end I've grown accustomed to the layout apartment buildings get. Next time you take an elevator actually look at the layout of the buttons before you automatically press them.
He's on the 2nd floor.

It's the 3rd floor. You don't start with Floor 0.

It would be the third floor here in the states, however many European countries use ground floor then first floor Cub. So in the end really depends on where you are and/or who your talking to.

Second floor... Though, actually, while I'd say "zweiter Stock" in german, I sometimes actually say "third floor" in english.

I agree with the Russians, Americans and the Finnish on this one, he's on the 3rd floor.
The first floor (as in floor you walk on) is obviously on the ground, making it the 1st floor, then in the 2nd floor, you've got the 2nd floor (as in the thing you walk on). Makes perfect sense, kinda... would've been easier to explain in Norwegian tho, we have different words for floor and floor

That makes sense. I live in america, but I choose to adopt British spelling of words and many non-american measurements just to piss americans off. I would say second floor. unless he's in a house, for houses I usually go:
