colour layer gives colour, detail gives detail. For example you may want a yellow painted concrete wall, as such you would have a basic yellow colour texture, and then to get the concrete effect, you would then have a grey concrete texture with all the little bumps of concrete etc in it, then the two together will give you a yellow, concrete wall.
Just read the tutorial as it dose explain all of this
In the case of an object like yours, which requires its own, unique texture, your best off just using the null_c.dds as your colour texture, and then having everything on the detail texture as this texture can only be used in one way, on one object.
It should also be noted that if your making a bunch of signs like this, all to be used on the same map, then they all should be on the same sheet, much like the roadsigns_PR.dds or the gazasigns_de.dds textures, to cut down on draw calls and memory usage.

Cant put the Editor Up and running because i am getting this error message "BFMFC.DLL"

BTW you don't need this tutorial for re-texturing the LAW 66 if your planning on doing that since this one is only for staticobjects, like the Goose Green community building task
