The ability to harshly but at the same time controlled and nicely provide commands.

Too many squad leaders that let their Squad get all over the map and disobey.

Is this a natural talent (people-handler) or skills? If so, which SKILLS?

The skill to keep the squad under controll is very good. You dont want your squad littered all around the map whit snipers and other "supercool" kits.

How do you achieve what you are proposing?

Decisiveness ... If I had more of it, then I'd be that much better as a leader, I think. I can get really slow at times when my objectives keep getting screwed up.
