Well turn back a few pages and people have already commented on this.. but the reason is is that silencers are not mainstream or used commonly in regular General Infantry in most conventional forces. Special Forces do operate with conventional armies yes, they even play a very large role in unconventional conflicts like Afghanistan, but bear in mind that PR focuses largely on conventional warfare between 2 armies. Yes there is the insurgency mode, but large scale anti-insurgency operations are mainly carried out by regular forces with the help of SOFs (but even then, SOFs usually have their own objectives, like capturing HVTs etc.) so would the return of SFs be realistic? No, with some exceptions, but more important, SFs don't fit the gameplay PR is aiming at.
