Because I really haven't heard much about them being used in Grozny. The only time I heard about them was from one of the survivors on new years eve, saying when he reached his forces on the outskirts of the city "They even had BMP-3", so I don't think they were that common compared to BMP-2 or T-72. However, I still haven't managed to find a list of vehicles used in the first war, so if I find one, I will try to see how common they were.

The problem I see with the setup is that it gives the militia too much firepower and it would change the type of warfare from the real one quite a bit.
Even if militias armor is one step worse than Russian, they both have about the same amount. What I would like to do is give the russians alot of firepower and the militia alot of mobility(more civi-cars). The small amount of armor on their side is just to simulate the small amount they really had.
I think the city will be one of the toughest on armor, about 90-95 % of the buildings are enterables and the city is kind of like a city in a forest, so I think the environment will really help to balance it for the militia.

I don't know how strict the devs are about using vehicles with different textures as placeholders(like using mec shilka for now), but if it's allowed I think this is how I will set it up atleast in first test:

Russian Forces:
2 x Transport truck
2 x Logi truck
2 x BTR80
2 x BMP-2 (non-ATGM version)
1 x BMP-1 (with militia texture as placeholder)
1 x T-90 (+/no respawn)
1 x Shilka (with mec texture as placeholder + respawn time)

Chechen Forces:
5-10 x civi car
2 x support car (militia unarmed pickup)
1 x Zastava van
1 x Transport truck
2 x Logi truck
1 x BTR60
1 x BRDM-2 ATGM (+ respawn)
1 x BMP-1
1 x T-62 (no respawn)

Yeah, I could use Tunguska as a placeholder for the shilka, I doubt I'll put technicals in the map though. chechen fighters were almost always on foot using buildings and ruins to their advantage, altough I might add it to the AAS32 layer

unless someone reskins all the militia vehicles you cannot have BMP1s on both teams or you'll not be able to tell the difference, best thing would be to reskin the BMP1 which is probably very easy to do if we still have the PSDs
