The thing is - when you're shooting to hurt, you suddenly one-shot-one-kill everybody...

the rock or binocs should make civis valid targets... there have been many cases where unarmed contacts watching the fall of mortars have been declared hostile

You should still get -intel. Its not good for your reputation to shoot unarmed guys, even if they are spotters.

Yeah, if civis start to waste your time too much just shoot them. They are also bad since they communicate your movement to everyone.
