Game Issues with high spec PC & Mumble Question

My specs are :
2x GTX 760 SLI'D
i7 930 2.8 GHz
16 GB RAM

I often play this game on medium and get 30 fps. I get 60 FPS on ultra on BF4, and I cannot figure out why the game runs like poop.

ANOTHER QUESTION :

My mic will get stuck open in mumble, and I often have to restart it through the task manager. Does anyone know why it does this? It's driving me insane! My mumble often stops responding and I have tried running it in compatability mode.

Singlecore performance of CPU need to be strong.

Old i7 isn't that strong.
