That is how it should be as one is Positive and one is Negative on that axis (ie, back and forth or left and right etc), it just doesn't show you which is which and you have to test it ingame.

make sure the Documents\BattleField 2 directory and all subdirectories are set to read/write permission, and not to read only.

It's possible your profiles\0001\controls.ini file is not being written as the BF2.exe or PRBF2.exe process does not have elevated permissions to edit the files.

In PR, PR uses separate control settings from BF2.
