ISIS as a faction?
Would it be possible to add them one day? They would be very similar to the other militia factions but they would have stolen Humvees.
They could also face off vs Syrian Rebels in Insurgents vs Insurgents which would be awesome.

Also, no, if you want ISIS you will sadly need to make them yourself as in get a mod team together...
Would be cool to be on the bluefor side though, F15's, F16's and what not, just dropping bombs all over the place... sweet

Go ahead and start mapping a map that would feature ISIS. You really cannot request factions from the devs. You either work on them yourself or find really kind people that do all that for you

better not.
some arma 3 modders did the ISIS faction, basically different modders created ISIS faction for theyr own mod/factionpack, there was more than 3 different ISIS faction mod out there. later, the dailymail released a article about the mods and claimed that the modders support ISIS and the mod was made to simulate the killing of civilians as a ISIS fighter and blablabla.
so after that, the modders stopped theyr ISIS mod.
one mod was a factionpack that included ISIS, after the release of dailymail article, the modder changed the faction to a generic iraqi terrorist or insurgent faction, removed all ISIS logos etc from the units.
the other modder removed his mod and disappeared completely.
and another modder removed also his ISIS faction from his pack.
but there are now other modders starting ISIS faction again.
anyway, it could lead to problems as you see.

PR works with generic insurgent factions, such as the Iraqi Insurgents for insurgents in Iraq. Syrian Rebels represent not only the FSA, but also also every other rebel group actively fighting in Syria. The Taliban is the Afghan insurgent faction. And there's finally the Militia which represents mainly Eastern European rebels.
ISIS is a very specific group, but that could very well fit into one of the existing insurgent factions, there's just no reason to make it more complicated by adding just one more faction that wouldn't add much to the game. Vehicles aren't faction-locked, you can very well (as a mapper) set the Iraqi Insurgents to be able to drive a Humvee for example, there's no need to make an entire "new" faction just for that.

Maybe we could make a Palmyra map with Iraq insurgent faction + a couple of extra vehicles vs either MEC or Syrian rebel faction?

Don't cross the line, it's nearly apology of terrorism and making a faction will glorify their crimes. We have Talibans, Iraqi insurgents, and Syrian rebels enough is enough.

Actually had this discussion with squadmates ingame a few days ago.
Generally speaking, I don't think the PR devs would devote resources to this, especially given the minefield it would bring with the media, and could potentially get EA to start some sort of legal action against PR for BF2 asset use, etc. (Uneven case aside, it would still put a wrench in the works). Hell, this could even blow over into Squad's development (Bad press), which is sort of key right now in their kickstarter phase.
PR seems to be doing fine hiding in the shadows of the big commercial monstrosities (ARMA Franchise), lets leave it there. From what I've seen PR didn't really announce Standalone much (Other than normal trailer), and look how fast the servers went from zero to full.

I dont believe that there is ANY such thing as bad publicity for a free video game mod.

So the weapons are the only thing that differentiates the Taliban between the Iraqi Army how about the uniforms (Taliban dress like their going to heard sheep, Iraqs soldiers have uniforms, don't wear turbans............)?
