The files which are provided in the BF2/PR Map Editor tutorial do not contain a file named BFMFC.DLL, which is required for the BF2Editor to run. I've tryed to reinstall PR and the BF2 editor from scratch will does not help. Followed all of the steps up until the point it fails to start.
I've done mapping for half-life, but hl/hl2 do not provide support for large maps, hence why I would appreciate the ability to make maps for PR.

You should ask this in
PR:BF2 Community Modding section, where there are tutorials and other stuff related to modding BF2 and setting up the tools. This section is for end user support of PR, BF2 and other software, hardware and other related issues, but the forum section I linked is specialized for the modding so they can help you better then we can.
Here is the tutorial for setting up the editor I found in above linked section.

or try this and make sure you follow all the steps from both tutorials

On a second not I think that you will need to have BF2 installed for it to run properly but I am not sure about that. PR standalone contains BF2 but the question is if its adding necessary registry entries which may be needed for editor to run. This is a wild guess, so it is better to ask in modding section.

Run it in winXP compatibility. It also says that in the tutorial
