Hi,
I'm playing with 60+ fps but it still feels like it runs at like 30fps. I've read in posts from 2013 that enabling vsync can fix it. I have a nvidia gtx970 and switched on the vsync in the nvidia control panel. It doesn't however seem to do anything, doesn't even limit PR's fps to 60.
Can anyone tell me how to get my game to be smooth?

Nevermind, I was blind!!! didn't see the vsync radiobutton in the video tab of options

I'm glad you found it. 
You can also set the game frame limit to match your monitor refresh rate in the console. Hit the tilde (~) key to bring up the console during a round and type game.lockfps 120 or whatever your monitor refresh rate is. You can also use game.lockfps 0 to unlock your frames.
