Yeah I just updated to 8.1 dont ask me my PR was working perfect be for I did it and well now am getting this Critical Error

After a quick searchI would try update your .net.
My version is described as 4.6+ so I would try the 4.6.1.
Check your windows update is on

Can you access the launcher to paste your specs.

Failing that I would re install PR.
