The standalone PR installation doesn't create, install or therefor use a c://Dice folder. Are you sure you are launching PR not BF2?
For some strange reason your BF2 installation is being called on when you click login. Easy way would be too remove BF and try it, if it doesn't work reinstall PR. There may be an easier way.

run from PRlauncher and makesure you run prlauncher with admin rights
