More strange happenings in the world of 1.4 ISO downloading

I don't see a 1.4 torrent anywhere there, is this possibly not a client side issue? It would be consistent with the error messages I've received on Qbittorrent, uTorrent, and chrome, which basically amount to "The server isn't talking with us right now, please come back later".

Also, can I download one of the seeded 1.3 torrents then just upgrade from there?

Dear lord... Do NOT download PR from a random torrent site. We do not guarantee its clean.

If both your torrent client and chrome get connection refused on the link, something on your network is probably blocking torrent files.
