My BF2 also resides there H:\PC\Battlefield_2, but what needed to know is dayum idn't PR standalone for ages now?

Probably just a broken shortcut, have had this happen to me. Find your root PR folder and then create a new shortcut to "Project Reality\Project Reality BF2\mods\pr\bin\PRLauncher.exe" and the launcher should start up without any issue.

No offense, but what else am I not doing? That's my error from PRLauncher.exe

I get the exact same error when I try to launch the game from the start menu. Try launching the launcher exe directly, not through a shortcut or through the start menu.
