You need to set a default app as your web browser.

Thank you that helped! I am using Firefox portable as my main browser an indeed there was no default browser selected. Had to use select IE to login into steam account.

What operating system are you using?
We are trying to reproduce this issue, but for us Windows just asks how to open the link when no default browser is installed.

Windows 10 1809, LTSC

Another unrelated to this topic bug, by default PR Shortcut's "Start in" was empty, that also lead to an error and failed to start the launcher.
