Hosting Temporary Server

Is it possible to just host a temporary server for a custom game with only me and a few people present? If so, do I still need a server license and also how?
(My apologies if the wording is wrong)

My IP address or the server IP cause if it's the server IP how can I know what it is?

Your IP address IS the server IP if you are hosting from your PC
