whenever I try to open the game on my laptop, I can run it just fine on an external monitor, but it refuses to run on just my laptop

Did you select a resolution your laptop cannot display?

The game says I need 800x600 but for whatever reason my laptop cant do that, but I went into the CON files for the game and mad it that res, and that stopped that error, then it gave me the d3d error

So your laptop cannot do that and yet you've forced your laptop to try and do that.
Do you not see the issue?...
You're not supposed to set 800x600 in the game. That's just the default resolution it launches with. You're supposed to add 800x600 in the drivers, which will stretch the image to a resolution your screen does support before sending it to the screen.
