Blackscreen on Launch DirectX 9 installed

Hey Guys,

I wanted to get back into PR again but when i installed it and launched the game, the intro would play followed by an infinite blackscreen with the loading symbol spinning. I found out that i need to install the right version of DirectX from a link that is posted frequently here. However the installer says that i already have the most up to date version. I tried using the DirectX 9 legacy installer and restarted my PC, sadly i still have the same issue and i dont know what to do.

It cant be because of my PC because its powerful and PR worked previously (1 year ago was when i stopped playing). I hope you can help me out, thanks in advance.
