I've only ever seen blufor win the map once. And that still was a close margin of less than 50 tickets with well balanced teams.
I think the map has two main problems.
First of all the ticket count is too low for the amount of caches. 500 tickets for 5 caches. It should be around 600, maybe 650.
Two. The assets are not well balanced. The fennek is a very weak armored car. A .50 cal techie is more than a match. A single greentip rocket can bring it down to sparking(I know I tested offline). But it does have it's uses. It's a great scout and recon vehicle, to gather info for cas. There's nothing you can really do to make the fennek better, other than remove it's delayed spawn. The crows bushmaster is fun but it's a huge rolling box that is easy rpg bait. It needs something to make it better. Cas is weak and spawns too late. Maybe add a proper apc to the map? Just one would do. In exchange you could give the tali a rocket techie. If you dont want to give taliban rocket techie. Instead replace the fennek with a proper apc. Keep the shitbox it's fun.

I agree whit view. Dutch really lack punching power on the ground, while CAS is more miss then hit. Giving Dutch at least one CV90 (and maybe even one Boxer) would be nice buff.

I expected Musa Qala to be a Meat Grinder for Talibans when I started using the new Afghan Buildings and I did nerf BluFor quite hard after it got released since they got stomped hard.
I think the players have adapted to the new statics, knows the map more to move around concealed and better Hideout placement.
Other layers has been adjusted accordingly.
Dutch layer is new, it's an experiment with the Apache and see how it would perform on INS, plus how the Dutch C7 does quite a punch compared to USMC and Brits, so I went more conservatively to prevent a meat grinder for Taliban.

Actually I love shitboxes as a whole. They're underappreciated for what they bring to the table. MTLB is best shitbox. Yeah it's got almost no armor. But it's so low profile that rockets fly overhead most of the time.
I think Musa AAS/INS would work well with Russia as the blufor. Ironsights only of course.

The Dutch YPR isn't in use anymore since 2012 or so (only by military police and salvage), as it got replaced by CV90s and Boxers. Perhaps something to consider - I don't really mind personally, I like the thing, hehe

I changed my mind.
After people got used to the new map. I see the blufor winning more and more. However there are still problems that need to be addressed.
Tickets should still be increased. Possibly 550.
Assets are mostly fine/ But the non respawning techies should either be moved to main or made respawnable. Because I've noticed that some blufor(myself included), like to hunt them down early on and screw over the taliban.
Fennek should be replaced with a crows bushmaster, which spawns at the beginning of the round.

I actually like Musa Qala Dutch layer, it feels more competetive for both teams, and the actual winrate seems to be around 50-50. Which is a good change over almost all other Insurgency maps that are 70-30 in favor of the bluefor.
Speaking about one-sided Ins layers, Fallujah Alt is the worst offender here. I remember checking and in around 15 matches insurgents had a single win, mostly because server was under 20v20 at the start and insurgents was able to mine everyting.
