What is the ideal draw distance level for low end hardware

Since I suffer from fps drop a lot , I am thinking about lowering the draw distance a bit
But I want I level where the gamepley won't be affected or I can't see what's infront of me clearly

You'll be at disadvantage everywhere if you lower view distance. Has lowering any of the other settings not helped?

You may also consider a lower resolution overall before lowering view distance.

I play with lowest settings possible manage to hit 30 fps but cpu throttles so i suffer major fps drop and frametime issues

Nope, reducing resolution is the best way to get some fps on older machines. Don't compare PR to modern games that sucks CPU power on lower resolution since PR is really light on the GPU already.
