Small tweak to insurgent RPG kit

Please move the pistol to the primary slot and add a shovel in the secondary slot. I know that insurgents can just drop their kits to get a shovel. But sometimes you just cant. And not having a weapon in the primary slot throws off my muscle memory. Especially when I'm in an emergency situation and I keep pressing '3' and nothing happens. Save for a bullet to the face from blufor.
