PR Launcher can't launch, Critical Error

I was re-installing PR new from scratch, re-installing OS (Win 7 and SP1) and everything that i think was necessary, then this happened.

Solved, thanks.

There's a certificate error back when installing Net Framework. But, i installed Win7 certificate update properly beforehand and it works.
