I tried all mirrors and torrent but still error didnt change.it says "Could not load file or assembly"System.Net.Http,Version=4.2.0.0"

Most likely you need to install the .NET framework or DX9

Which dotnet version did you install? PR needs dotnet 4.7.2 now
