Server Licensing

I have nothing against signing any rules and agreements.
But what I really don't like is what the server requires: "Hosting Requirements: Servers must be internet-facing and hosted at a data center. Home or LAN-only servers are not eligible."
And renting a suitable server costs about 40 bucks a month.
Why such a requirement for obtaining a license? Maybe this requirement can be "smoothed out" somehow, like there must be a dedicated white IP address.
