it looks to me like its not an m4 but an AR15. why does it have the israeli scope though? is it common for hamas fighters to have captured israeli weapons?

A M4 is a AR15.. 
WRT your question Charliegrs, Hamas and other Palestinian factions use plenty of stolen and missing Israeli weapons, still their main weapon is AK-47 family[in which you can find tons of AK variants, AKM, Romanian..etc]
