Generally the hearing the local of enemies was when PR Mumble would drop everyone into the same channel as opposed to it automatically sorting people as it does now.

There are only a few maps/layers in PR where both factions share common language. So it would be unrealistic to allow both teams to hear and understand everything the other team is saying. Also, being able to talk freely regardless of the health of the player's character would be equally unrealistic. Some events may have global local voice chat enabled but on public servers it's not allowed, because real world testing has shown that game play deteriorates fast when it's on.

A dead player cant speak, but a wounded player can, the game is unrealistic because its a mod of the BF2, and its okey, a player that was killed can speak on the local chat, and talk with another player that are near, so it wont change so much.
About the fast deterioration, I think you're talking about the toxicity of the players. And that's normal, because there's deterioration anyway. When an Argentine and a Brazilian end up on the same team, one calls the other a monkey and in the end they're both playing together and even laughing sometimes. But I don't deny that in certain cases this borders on/exceeds the limits due to the immaturity of some players, but in the end that's each player's problem. I still think the game would be much more fun with the local global chat.

The best PR experience I had in recent times was on the u777 server when local mumble was set to global. You could hear both friend and foe on local channels. And oh my god was it amazing. The conversations between players on opposing teams were some of the funniest I had ever heard. The roleplaying was top notch. The terrified voices of the unarmed civilians begging for mercy from the soldiers. The fear and panic of a squad when a tank rolled up and you had no dedicated AT weapons. And the tank crew starts taunting infantry instead. That feel when you successfully planted an AT mine right under a the tank, and told him not to move, but he choose not to listen to you anyway and blew himself up. The gaslighting of enemies into believing that you were a friend and social engineering intel out of the enemy team, like finding out which floor exactly the cache was on. Baiting blufor into the cache building by telling him the cache was clear and as soon he passes the threshold you open up fire on him. Dropping AP mines in hard to see areas and manipulating enemies to come take your Sniper or Marksman kit. The battlefield camaraderie with your foe. It was all so GLORIOUS.
