[Help Request] Airstrike/Artillery Timers

Ok, Ive been playing PRSP for a while now and I been meaning to ask, where do you edit the reload/charge up on the Arty and Airstrikes? I would like to reduce the Timer because the current powers take too long for me. HOW DO YOU CHANGE THE TIMES.

Edit: Also while I have a thread, Well done on the Latest SP release, I love Kashan Desert and Ramiel. Also, Please move the Thread if there is a more suitible forum.
