i dont know if its just my imagination , but the windows task manager shows the cpu usage at 40-30 % of usage , but none of the proceses is using the cpu at the time :/. even more , i feel a litle stutter every now and then, when i play music and that , the music repeats for a moment and then keeps playing.
no virus or malware acording to avast and malwarebytes antimalware, what can be ?

are you showing all processes and services? as alot of the windows ones dont show up in the taskmanager

Make sure you tick the box that says "Show processes from all users"
Check to see if a virus scan is running aswell, that can cause stuttering.

There are many causes for something like this, but here are a few possibilities...
Your CPU/Chipset/Something is overheating. Download SpeedFan and check to see if any temperatures are abnormal. It would be useful if you took a screenshot of the SpeedFan window (hold windows key +Prt Scrn, ctrl+v in Paint, upload to image host)
SpeedFan - Access temperature sensor in your computer
There is some sort of attached computer peripheral connected to your computer that is causing a CPU bug. Try disconnecting various devices (make sure you don't damage anything) and see what happens.
You have some sort of malware affecting your system. Run an online scan like PandaScan and see if anything comes up.

It would also be useful if you would post your hardware and software configuration.
