I have noticed this problem many times, when playing as the insurgent side:

I have the officer kit, I click to set a forward outpost, it spawns then destroys itself immediately, and since the kit does not include a shovel I can only watch and wait until the void spawn point disappears.

Is there a file that I am missing?

Nope no need for any files, I dont know why its destroying on you
But you dont have a shovel because it should spawn already fully built on SP anyway.
