This problem also happened on my SB-Z
Op Thunder and Op Falcon both sound like im in a tunnel, everywhere on the map. these are the only maps where this happens. i can hear sounds from all over the map like theyre next to me and im in a tunnel. i cant even play these maps because of the sound issue

I have the same problem on those maps and also on Outpost.
My workaround is to run a map that doesn't have this bug on a local server (I use muttrah) and then to join the server running the "bugged" map. This usually fixes the bug.

Your soundcard must be pretty old.
Had similiar problems with an Italian low budget soundcard

It should be acknowledged that newer SB cards don't necesserily support all of the EAX 5.0 features properly, by the time windows 7 came out there were already bugs from what I remember that creative wouldn't fix.
Although they are newer cards and drivers do exist for windows 7/8/10, porting them through a 2005 sound engine iI can imagine being hit and miss.
Be sure to have ALchemy installed - it converts any movement instructions from windows XP/directX 9 era games to be compatible with windows Vista+ kernel sound engine. don't expect good results without Alchemy installed. Make sure PRBF2.exe is added to it in its settings. Run aLvhemy and select 'Add' to do this.
CMSS - 3D will even still work in PR with those cards on such shiny Windows.
