Inability to create a Steam-connected account

Hi, I've recently been unable to play PR2 on-line. It started out with the basics, as in 1211 on the 1.4 launcher updated to the second-latest version when trying to connect to an on-line account or updating. I've decided to cease my attempts at fixing it and to just uninstall 1.4 and install 1.6. After a few hours of installation, I had the 1.6 launcher on my D disk (just where the 1.4 was). I launch it from the desktop, I click on the Steam icon aaaaand... "Nie mo?na odnale?? aplikacji" (The application cannot be found). I tried making an offline account, and that worked. I tried to update, and that worked too (as in, nothing was downloaded). I'm now stuck on singleplayer PR2 - which is so very fun, especially after the WW2 were added. Here's the log:
